According to these sources, the appointment was made with the aim of strengthening his position and reducing the influence of Jamah Fattah, a local commander.

On Wednesday,1 July , sources told media outlets that several influential figures from Badakhshan within the caretaker administration have repeatedly attempted over the past two weeks to arrange a meeting between Jamah Fattah and the leadership of the administration. However, these efforts have so far been unsuccessful.

According to the sources, Jamah Fattah, one of the dissatisfied commanders within the caretaker government, has rejected proposals for dialogue and has not agreed to reach any understanding with the leadership.

The sources also say that by assigning one of the most significant military posts in Badakhshan to Ghulamullah Ahmadi who is considered close to Fasihuddin Fitrat, the Chief of Staff of the caretaker government’s armed forces the balance of power has been attempted to be shifted against Jamah Fattah.

Meanwhile, Najib Raghi, another local commander of the caretaker administration who holds influence in the Darwaz area, remains in exile. According to sources, he has only been permitted to visit his hometown once over the past four years.

Sources add that by positioning a Badakhshi commander against Jamah Fattah, the caretaker government is attempting to transform the confrontation into a competition among local commanders in Badakhshan.

In recent months, Badakhshan province has repeatedly witnessed tensions between local commanders and officials of the caretaker administration. According to sources, these disputes have largely stemmed from issues related to provincial governance, competition over influence, appointments to military and administrative posts, gold mining, and poppy cultivation. In some cases, these tensions have escalated into armed clashes, arrests of commanders, and growing dissatisfaction in several districts of the province.
