Summary

The Taliban’s governor of Herat, Islam Jar, has instructed the group’s government institutions to discontinue ceremonial and ineffective activities and instead focus their efforts on creating employment opportunities for the public. He stated that the people of Afghanistan need jobs and income more than anything else.

Islam Jar made these remarks during a meeting in Herat focused on expanding employment opportunities. He emphasized that all government departments should implement practical programs to reduce unemployment and provide job opportunities for young people and unemployed citizens.

He further stated that evading responsibility and making excuses are unacceptable, adding that every department must submit a monthly report detailing how many jobs it has created.

The Taliban governor of Herat also called for accelerating the process of identifying and verifying state-owned and non-state-owned land, saying that doing so would facilitate the implementation of infrastructure and development projects and create additional employment opportunities for the public.

According to the World Bank, Afghanistan’s unemployment rate stands at approximately 25 percent, reflecting the country’s deteriorating economic conditions.

Analysts say that the Taliban’s economic and administrative policies, restrictions on the banking system, and the decline in international aid have significantly reduced employment opportunities and limited people’s sources of income across Afghanistan. They argue that the lack of transparent recruitment practices and the allocation of many government positions to Taliban loyalists have left numerous qualified and educated professionals without work, prompting many Afghans to undertake dangerous migration routes in search of employment and a better life abroad.
