The Taliban spokesman, Zabihullah Mujahid, announced that, by the order of their leader, a number of security and civilian officials have been transferred from one province to another.
According to him, Mullah Wali Jan, who previously served as the police chief of Kabul province, has now been appointed as the governor of Ghazni province. Likewise, Mullah Abdul Samad, who was the governor of Ghazni, has been appointed as the new police chief of Kabul province.
Mujahid added that Naqibullah, who served as the Chief of Staff of the 205 Al-Badr Corps, has been appointed as the police chief of Herat province, and Sabar Gul, who was the police chief of Herat, now serves as the Chief of Staff of the 205 Al-Badr Corps.
Critics say that these frequent changes of officials under Taliban leadership indicate that the group prefers to rotate trusted individuals in various positions rather than relying on professional cadres.
