Local sources have reported the killing of a former National Directorate of Security (NDS) officer in Daikundi Province and a tribal elder in Qarabagh district of Ghazni Province in two separate incidents. According to the sources, the motives behind the killings and the identities of those responsible remain unknown.
According to information provided by local sources, Mohammad Ali Toofan, a former security officer, was killed by unidentified armed individuals on Thursday evening in Daikundi Province. Residents of the area said he had no personal disputes with anyone and, following the fall of the previous government, chose to remain in Afghanistan after trusting the Taliban’s announcement of a general amnesty.
Sources further stated that Taliban intelligence authorities had arrested Mohammad Ali Toofan around two years ago on allegations of cooperating with the National Resistance Front. He reportedly spent time in Pul-e-Charkhi prison in Kabul and Bagram prison in Parwan Province before being released approximately five months ago. After his release, he returned to his hometown, where he engaged in farming and land-related activities.
According to the information available, Mohammad Ali Toofan had six children, the eldest of whom is a 27-year-old son.
In a separate incident, local sources in Ghazni Province reported that Qadir Ali Rafaat, a tribal elder from Qarabagh district, left his home on a motorcycle on Thursday morning, July 15, heading toward the Aliabad Temki market, but later went missing.
Sources said that local residents found his body after searching for him for a day and a night. They reported that signs of torture and injuries were visible on his body, and that he had died after being tortured, shot, and struck with stones to the head and face.
As of the publication of this report, the motives behind the two killings and the identities of those responsible remain unknown. The Taliban have not yet commented on either incident.
